BIRTH REGISTRATION AND FIRST PASSPORT FOR THE CHILD
Overview:
To register the birth of a child and apply for their first South African passport, the following steps and requirements must be adhered to:
Appointment Requirements:
- Both parents must be present at the appointment to register the birth.
- Children aged seven and above must also attend the appointment.
- All application forms must be fully completed but not signed, as they must be signed in the presence of a Home Affairs Official.
- Ensure all original documents and copies are brought to the appointment; the official will certify the copies.
Forms and Documentation:
- Some forms are available for download; others will be provided at the office on the day of the appointment.
To apply for birth registration and a first passport, comply with the following:
- Forms to be Completed:
Prescribed forms to be completed in BLACK INK and BLOCK LETTERS
- Form DHA-24 for child to be registered before 30 days. (with four photos)
- Form DHA-24 and DHA-288A for child to be registered before 12 months. (with four photos)
- Form DHA-24LR and DHA-288 for registration of children aged between 1 YEAR to 6 years. (with 6 photos)
- Form DHA-24LR, DHA-288 and DHA-24A for registration of aged between 7 to 15 years. (with 6 photos)
- Form DHA-24LR, DHA-288, DHA-24A and 2x DHA-9 for registration of children aged between 15 onwards (with 8 photos).
- Form DHA- 288C, completed by the father to be completed by the father if the child is born out of wedlock (do not sign the form).
- Form: DHA-73, The form is available for download; please fill it out completely but refrain from signing it.
- Form: DHA-529 x 3, fully completed on both sides of the form (do not write N/A and do not sign). Complete one form in the child’s name and one form for each SA parent.
The purpose of the form is to establish that you have not lost your Citizenship and that all your details mentioned therein are according to the National population registrar.
- Specific Sections to Complete:
- Part A: Questions 7 (if born outside SA), 9, 10, and 11 are critical.
- Part B: Indicate marital status and complete details of the current or former spouse.
- Part C and D: Both parents’ details, including ID numbers and foreign nationality, must be completed.
- Part E: Ensure the DHA-529 form is signed in the presence of a Home Affairs Official and provide valid contact details.
Part A: Questions 7 (applicable only if born outside South Africa), 9, 10, and 11 are the most important for the applicant. N.B. For item 9, enter the dates when you first came to live or work in Sweden/Finland/Lativa/Lithuania and Estonia. For item 10(d), you must also respond by circling either “No” or “Yes.” Circle “No” if you have never applied for the Retention of South African citizenship letter; circle “Yes” if you have previously applied for a Retention letter. Remember to bring your Retention letter or certificate with you to your appointment.
Part B: Next to the “Marital Status” section on the form, the appropriate status should be indicated (e.g., Single, Married, Divorced, Widowed). Subsequently, the details of the applicant’s current or former spouse should be provided on the form DHA-529, whether deceased or divorced or widowed)
Part C and D: Both the parents’ details must be completed including their ID numbers and foreign nationality (if any).
Part E: Ensure that form DHA-529 is signed in the presence of Home Affairs Official. Valid telephone/mobile number, email address (in block letters) and physical address must be provided.
DOCUMENTS TO BRING WITH YOU ON THE DAY OF YOUR APPOINTMENT: (Original plus two copies):
- Child’s (applicant’s) unabridged birth certificate (where both the parents’ names are mentioned)
- Proof of foreign nationality of the child.
- All above mentioned photos must be very clear, professionally taken colour photos of the full face of applicant, showing only head and shoulders measuring 35mm x 45mm, with a clear forehead (Not covered by hair)
- Please Note: Birth Registration and the 1st birth certificate will be issued free of charge.
- Processing fees (Non-refundable) It must be paid in bank and in Swedish Krone of 732 for the new passport, it must be deposited electronically into the bank account
- NB: Please be reminded that you will be required to present printed proof of payment when you attend the appointment.
PARENTS’ DOCUMENTS REQUIRED: (original plus 2 x copies)
- Marriage certificate. If married outside South Africa
- Both the parents’ documents ID documents, passports, SA permits, SA birth certificates. If they have dual nationality, please provide proof as to how and when you acquired the foreign nationality, such Naturalization /Registration Certificate or foreign birth certificate issued by the Embassy/ letter from the authorities stating the date you acquired the nationality. (Please note a foreign passport is not a proof of foreign citizenship/nationality as it does not indicate as to when(date) and how you acquired the citizenship).
- If you have any other nationality and you do not have any of the above documents, then please contact the country’s authorities and request a letter stating the date and means of you acquiring the citizenship/nationality.
- If any document is in a foreign language, you must get them officially translated in English language. You must bring in copies of both the documents. i.e. document in foreign language and also officially translated copies in English.
- Retention of SA citizenship letter (if you have one)
Originals of all the documents are needed.
The average processing time is five months. You will be notified by e-mail as soon as the passport is received in our office.
First ID DOCUMENT & ADULT PASSPORT
To apply for 1st ID document and 1st adult passport, your child must be at least 15.9 years of age.
The average processing time is four to five months.
You can only apply for the new passport if the validity of your passport is less than 6 months.
REQUIREMENTS:
Please ensure that you come with two sets of the following:
- The original application forms with original supporting documents, and
- Three copies of the completed set (Application forms and supporting documents.
CHECKLIST OF THE DOCUMENTS AND FORMS TO BE SUBMITTED:
- Form DHA-73 (you can download the form from our website and complete it fully in black ink (do not sign the form).
- Form BI/DHA-529 fully completed on both sides in black ink (do not write N/A, to be signed in front of the Home Affairs Official.
- Form DHA-9 (This form cannot be downloaded, and you will get it in our office)
- Child’s (applicant’s) SA unabridged birth certificate (where both the parents’ names are mentioned)
- Applicant’s unabridged birth certificate if born in outside South Africa.
- If you have dual nationality, please provide proof as to how and when you acquired the foreign nationality, such Naturalization /Registration Certificate or foreign birth certificate issued by the Embassy/ letter from the authorities stating the date you acquired the nationality. - Both the parents’ documents such as their ID documents, passports, SA permits, SA birth certificates, their marriage certificates, proof of their foreign citizenship etc., Please note foreign passport is not a proof of foreign citizenship/nationality as it does not indicate as to when(date) and how you acquired the citizenship)
- Marriage certificate / Legalised/Apostille marriage certificate if married outside SA to be submitted by married applicants irrespective of they will or will not change their surname.
- Six very clear professionally taken colour photos of full face of applicant, showing only head and shoulders measuring 35mm x 45mm. Without glasses and clear forehead (Not covered by hair)
- 1st ID document is free.
- Processing fees (Non-Refundable) for an adult passport of SEK 732 must be deposited electronically into the Embassy account.
- NP: Please be reminded that you will be required to present printed proof of payment when you attend the appointment.
If you do not comply with the requirements, you will not be assisted and therefore you will have to book a new appointment.
The average processing time is four to five months, and you will be notified by e-mail as soon as the passport is received.
REQUIREMENTS FOR RE-ISSUE OF IDENTITY DOCUMENT
Please Note: Foreign offices do not facilitate applications for Smart ID Card. If you have been issued with or applied for a Smart ID card, you cannot apply for an ID book at our offices.
PRESCRIBED FORMS
- DHA 9 (the form is not available for downloading, it will be given to you on the day of appointment)
- DHA 529 (BI-529), to be completed in BLACK INK and BLOCK LETTERS
- Form SVP — 109E (For citizens born in Namibia and who are SA citizens)
SUPPORTING DOCUMENTS
- Four passport-sized coloured photographs with clear forehead (no fringe) and clear glasses (without frame).
- South African passport (if an RSA citizen)
- ID book or a copy (if one was previously issued)
- South African unabridged birth certificate.
- If you have dual nationality, please provide proof as to how and when you acquired the foreign nationality, such Naturalization /Registration Certificate or foreign birth certificate issued by the Embassy/ letter from the authorities stating the date you acquired the nationality. (Please note foreign passport is not a proof of foreign citizenship/nationality as it does not indicate as to when(date) and how you acquired the citizenship)
- If the document is in foreign language, then it must be officially translated into
- Letter of retention/exemption of your South African Citizenship if you acquired foreign citizenship as an adult (18″years and above)
If you are married /divorced in outside SA, it is compulsory to register your marriage/divorce with the Department of Home Affairs.
Marriage certificate/Divorce Decree issued outside South Africa must have a legalized/apostil stamp (if country is a signatory to the Hague Convention).
If you were married and/or divorced outside South Africa, then consult that country’s embassy/consulate about their legalization procedures.
On the day of your appointment, you must bring all the above required supporting documents plus two copies of each document.
Processing fees of SEK 104 must be deposited electronically into the Embassy Account.

Emergency Travel Document (One-way/Single-entry to South Africa)
REQUIREMENTS:
(This submission type is only for genuine emergencies such as death/sickness in the family and is not in procession of a valid RSA passport)
Citizens 16 years and above that have never been issued with an ID document/smart card are not eligible for emergency travel documents until and unless they apply for an ID document at least three months before we can issue the travel document. (and are still in possession of a child passport)
Citizens under 16 years that do not have a 13-digit ID number are not eligible, until the birth is registered with Home Affairs and an ID number is allocated to them.
Prescribed forms to be completed in BLACK INK and BLOCK letters:
- DHA 73
- DHA 529 (BI-529)
- DHA 9 (will be given at your appointment)
- Police report (if the passport is lost/stolen)
Supporting Documents/Information:
- RSA passport
- ID book or Smart ID Card
- Four photos
- Proof of emergency (A signed doctor’s letter on Doctor’s letter head) /RSA death certificate/
- Motivation letter, with SA address you are going to and stating the emergency, why you are not in possession of a valid passport, and you understand the emergency document is a one-way/single-entry document.
- If you have dual nationality, please provide proof as to how and when you acquired the foreign nationality, such Naturalization /Registration Certificate or foreign birth certificate issued by the Embassy/ letter from the authorities stating the date you acquired the nationality. (Please note foreign passport is not a proof of foreign citizenship/nationality as it does not indicate as to when(date) and how you acquired the citizenship)
- If the document is in a foreign language, then it must be a sworn translation by an official translator in English language.
- Letter of retention of your South African Citizenship.
- Certified copies of both the parents’ ID documents and passports if you are under 18 years.
- If under the age of 18years, proof of both the parents’ foreign nationality such as naturalization/Registration certificate or foreign birth certificate issued by the Embassy/ letter from the authorities stating the date you acquired the nationality. (Please note foreign passport is not a proof of foreign citizenship/nationality as it does not indicate as to when(date) and how you acquired the citizenship)
- Processing fees (Non-Refundable) for an adult ETC is SEK 104 which must be deposited electronically into the Embassy Account.
- NB: Please be reminded that you will be required to present printed proof of payment when you attend the appointment.
CONSENT FROM THE PARENT WHO IS RESIDING OUTSIDE SWEDEN/FINLAND/LAVIA/ ESTONIA/LITHUANIA
The parent of a minor child who is residing in RSA or for those who reside elsewhere can approach their nearest Home Affairs Office or High Commission or Embassy to complete the form DHA-73 and give his/her consent to the other parent (who is abroad with the child) to apply for the new passport.
The Home Affairs official will in turn complete Section “B” of the form and will do parent’s online verification (only if residing in SA) and process the child’s consent and then submit to our office.
As soon as the consent documents are submitted to this office, the local parent can book an appointment and come to our office so that we can process the child’s application.
Local parent must come with the following:
- Form DHA-73 fully completed on both sides in the name of the child (do not sign the form).
- Affidavit form must be fully completed in black ink and sign in front of Home Affairs Official.
- Certified copy of the unabridged birth certificate of the child
- Certified copy of father’s passport and ID document
- Certified copy of mother’s passport and ID document
- Processing fees (Non-Refundable) of SEK138 must be deposited electronically into the Embassy Account.
- NB: Please be reminded that you will be required to present printed proof of payment when you attend the appointment.
Registration Of A Marriage Abroad
There is no provision for the registration of the marriage of a South African citizen solemnized in a foreign country.
The Department of Home Affairs may however be informed of the marriage, so that the marital status and surname, if it has changed, of a South African citizen to be updated on the Population Register.
The following documents must be submitted to register the marriage:
- A letter / written request containing the applicants full contact details such as address, mobile phone number and email address;
- Certified copy of the applicant’s South African passport/identity document/birth certificate;
- Certified copy of the foreign marriage certificate accompanied by an English translation by a sworn translator if the original marriage certificate is not in English;
There is no application fee for the registration of a marriage with the Department of Home Affairs, no certificate would be issued.
Person’s whose surnames have changed, may apply for a tourist passport and/or identity document, reflecting the married surname.
Current legislation stipulates that female married applicants may elect to use their married surname, their maiden surname, a combination of both current married surname and maiden surname i.e. double-barrel surname or any other surname which she bore at any prior time, without having to formally apply for change of surname.
Registration Of A Divorce Abroad
There is no formal application for registration of the divorce of a South African citizen, who got divorced abroad.
The Department of Home Affairs should however be informed of the divorce, so that the marital status, of a South African citizen may be updated on the National Population Register.
The following documents must be submitted to register the divorce:
- A letter/written request containing the applicants full contact details such as address, mobile phone number and email address;
- Certified copy of the applicant’s South African passport/identity document/birth certificate;
- Certified copy of the foreign divorce decree accompanied by an English translation by a sworn translator if the original divorce decree is not in English;
- Certified copy of the marriage certificate;
REGISTRATION OF DEATH
Requirements
Applications for Death Registration are to be submitted in person and by appointment only.
Ensure that you bring the following documents to your appointment:
- Original supporting documents as listed below.
- Two copies of each document.
Documents to be Submitted
To register a death in South Africa, the following are required:
- A legalized copy of the death certificate with an Apostille/Legalised stamp attached to the certificate.
- Two copies of the deceased’s South African passport/Identity Document.
- Two copies of the informant’s passport/Identity Document.
Once the above documents are obtained, please contact embassy.stockholm@dirco.gov.za to book an appointment.
UNABRIDGED BIRTH CERTIFICATE APPLICATION
Must complete form DHA-154 in full.
Details on the application must be supplied according to the registration at birth and not of names assumed in the family. If the name/forename change has taken place in South Africa through the Department of Home Affairs, a copy of approved letter or of a new amended certificate is required.
REQUIREMENTS:
Copy of any previous birth certificate (will facilitate the tracing and processing of the record).
- Copy of ID document/passport
- A pre-paid A4 size self-addressed special deliver envelope.
- Processing fees (Non-Refundable) of Payment of SEK 57 to be deposited electronically into the Embassy Account.
NP: Please be reminded that you will be required to submit printed proof of payment together with your application.
Please Note: To enable to facilitate the tracing of records and processing of the application, please submit fully completed applications including the Identity number or birth entry number.
The tracing of original records in the register held by the Department of Home Affairs in Pretoria is a time-consuming task, as a result processing of applications is likely to take approximately 12 months or longer.
Marriage Certificate Application
MUST BE SUBMITTED BY POST
REQUIREMENTS
- Form DHA/BI-130 — filled out completely using BLOCK LETTERS and BLACK INK.
- Copy of any previous marriage certificate (will facilitate the tracing and processing of the record).
- Copy of ID document/passport of both the parties
- The processing fee is non-refundable and must be paid into the Embassy account. The required payment is SEK57.
UNABRIDGED DEATH CERTIFICATE APPLICATION
Must complete form DHA-132
The Application must be submitted by post.
DEATH CERTIFICATE REQUIREMENTS:
Any person may apply for a copy of a Death Certificate provided that the deceased person’s death has been registered with the South African Home Affairs.
If a foreigner died in South Africa, he/she will be manually registered with South African Home Affairs and will be issued with handwritten death certificate. As they are handwritten certificates, is a time-consuming task with the result processing of applications are likely to take approximately 12 months or even longer.
Details on the application must be supplied according to the registration at death and not of names assumed in the family.
REQUIREMENTS:
- Fully complete application form DHA/BI-132 in black ink
- Copy of previous death certificate (will facilitate the tracing and processing of the record)
- Copy of ID document/passport of the deceased
- Processing fees (Non-Refundable) of Payment of SEK57 to be deposited electronically into the Embassy Account
APPLICATION FOR DETERMINATION OF SOUTH AFRICAN CITIZENSHIP
SUBMIT YOUR APPLICATION BY POST
Determination of South African citizenship is referred to the Department of Home Affairs in South Africa where all the information provided will be checked/assessed by them and you will be informed of the outcome.
REQUIREMENTS :
- Fully completed DHA-529 form, in BLACK INK and BLOCK LETTERS (FULLY COMPLETED means all questions on the two forms must be answered. Please do not answer “NIA”, it is not an answer to any of the
- Part A: questions 9, 10 and 11 are mostly important for the B. number 10(d)must also be answered, with circling a No or a Yes. NO if you are applying for the FIRST TIME for Retention. Yes if you applied for a Retention previously and attach your 1stRetention copy. ‘
- Part B: The relevant status can be written next to the words Marital Status on the form (e.g. Never married/ Married/ Divorced/Widowed). The details of the applicant’s current or former spouse must then be completed on the DHA-529whether deceased or divorced or widowed)
- PartC and D: Both the parents’ details must be completed including their ID.
Part E: Ensure that form DHA-529 is signed. Valid telephone/mobile number, email address (in block letters) and physical address must be.
- If you have dual nationality, please provide proof as to how and when you acquired the foreign nationality, such Naturalization /Registration Certificate or foreign birth certificate issued by the Embassy/ letter from the authorities stating the date you acquired the nationality. (Please note foreign passport is not a proof of foreign citizenship/nationality as it does not indicate as to when(date) and how you acquired the citizenship).
- If it is in foreign language, it has to be officially translated in
- Letter of retention of your South African Citizenship i.e. Section 6 (2) if foreign citizenship was acquired as a major ( i.e. at the age of 18 and after)
- Certified copies x 2 of the following supporting documents:
- Current passport
- ID book or Smart ID Card
- Unabridged Birth Certificate
- Marriage certificate/Divorced Decree (If married/Divorced outside SA, then you need to submit Legalised/Apostille marriage certificate) to be submitted (for a woman irrespective of will or will not change the surname).
Processing fee Non-Refundable): SEK220 must be deposited electronically into Embassy Account.
The average processing time is six months.
CERTIFICATE
OF NO IMPEDIMENT
Certificate of non-impediment is issued to South African citizens who intend to get married outside the country. The purpose of the certificate is to confirm to foreign authorities that there are no impediments to enter into a marriage by a citizen concerned.
Submit your application by post.
REQUIREMENTS:
- The Form duly completed and signed in black ink.
- A detailed letter confirming the reason for the application and the applicant’s contact details.
- Certified copy of applicant’s valid passport and ID document.
- A pre-paid self-addressed special delivery envelope to post the outcome.
- Processing fee (Non-Refundable) of SEK39 must be deposited electronically into the Embassy Account.
APPLICATION FOR RETENTION OF SOUTH AFRICAN CITIZENSHIP
NB: PLEASE APPLY BY POST
The South African Citizenship Act provides for retention of South African citizenship PRIOR to the acquisition of a foreign citizenship. A condition of attaining dual citizenship for all South African citizens aged 18 years or older is that they must apply and be granted permission to retain their South African citizenship prior to the acquisition of a foreign citizenship.
If a South African citizen does not obtain this prior permission, they will automatically lose their South African citizenship on voluntary acquisition of a foreign citizenship.
South African citizens under the age of 18 years are exempt and do not require to apply for dual citizenship, as long as they acquire the foreign citizenship before their 18th birthday. They automatically retain their South African citizenship for life unless, once they have reached the age of 18 years and they then wish to acquire a further foreign citizenship, they will then have to apply for prior permission to retain their South African citizenship. Failing to do so, they will automatically lose their South African citizenship.
In essence legislation provides that a South African dual citizen can use his or her foreign passport/citizenship/nationality freely outside South Africa.
Requirements to qualify and apply for retention:
- Two certified copies of a valid South African passport. Please do not send your original passport.
- Proof that foreign citizenship is not yet acquired, from the authorities of the country you wish to acquire foreign citizenship of
- Fully completed DHA-1664 form, in BLACK INK and BLOCK LETTERS
- Fully completed DHA-529 form, in BLACK INK and BLOCK LETTERS (FULLY COMPLETED means all questions on the two forms must be answered. Please do not answer “N/A”, it is not an answer to any of the questions. DHA-529 is required, disregard number 8 of DHA-1664)
- Part A:questions 9, 10 and 11 are most important for the applicant. number 10(d) must also be answered, with circling a No or a Yes. NO if you are applying for the FIRST TIME for Retention. Yes if you applied for a Retention previously and attach your first Retention copy.
- Part B:The relevant status can be written next to the words Marital Status on the form (e.g. Never married/ Married/ Divorced/Widowed). The details of the applicant’s current or former spouse must then be completed on the DHA-529 whether deceased or divorced or widowed)
- Part C and D: Both the parents’ details must be completed including their ID numbers.
- Part E: Ensure that form DHA-529 is signed. Valid telephone/mobile number, email address (in block letters) and physical address must be provided.
- PLEASE NOTE: Any application with incomplete forms/information/payment will be returned to the applicant without processing.
N.B. Acquiring foreign citizenship without applying for retention will result in an automatic loss of your South African Citizenship. You cannot apply for retention after acquiring foreign citizenship.
The letter/certificate should be carefully preserved. You should be able to present to Home Affairs in future whenever requested.
Fee: SEK220
RUNUNCIATION OF SOUTH AFRICAN CITIZENSHIP
The Citizenship legislation, effected on 6 October 1995 (Act 88 of 1995) provides for South African citizens to apply to voluntarily renounce their South African Citizenship.
To be eligible applicants must have already obtained the citizenship of another country because with effect of the renunciation, the person cannot become a stateless person.
South African citizens who have voluntarily obtained the citizenship of another country after their eighteenth (18th) birthday, without applying and receiving permission to retain their South African citizenship prior to when they obtained their other citizenship, have automatically lost their South African Citizenship from the date they obtained the citizenship of the other country. Such persons consequently need not apply for renunciation. They may apply for a confirmation of their South African status i.e.
DETERMINATION OF SA CITIZENSHIP
Minor children under the age of 18 and whose birth is registered in RSA cannot renounce their citizenship as they are still minor, they can do so only after the age of 18years and above or if only both the parents are renouncing their citizenship. They can be added to the parents’ applications.

- Form B1-246: Download 2x forms Bl-246 (per applicant) and complete them fully in black ink (Please do not photocopy them, both the forms must be originals). If your children under 18 years old are not registered as SA citizens then please do not include them in your form, if they are SA citizens, then, you can include them and you must submit their SA unabridged birth certificate, SA passport and proof of their foreign citizenship certificate.

Yes, if you applied for a Retention previously then attach your Retention copy.
- Part B: The relevant status can be written next to the words Marital Status on the form (e.g., Never married/ Married/ Divorced/Widowed). The details of the applicant’s current or former spouse must then be completed on the DHA-529 whether deceased or divorced or widowed)
- Part C and D: Must both be completed in full, with the details of the parents of the applicant including their ID numbers.
- Part E: Ensure that form DHA-529 is Valid telephone/mobile number, email address (in block letters) and physical address must be provided.
- Current passport
- Your ID document/ID card
- Birth Certificate
- Proof as to how and when (date) you acquired the foreign nationality. Such as your naturalization/Registration document (your Birth registration certificate issued by the Embassy in SA if you have on you.
If the document is in foreign language, then, you must get it officially translated in English. If you do not have any of the above documents, then please contact the authorities and request a letter stating the date and means of you acquiring the citizenship/nationality.
- Your marriage certificate/Divorce Decree. If your marriage certificate/divorce decree is issued outside SA must have a legalized/apostille stamp. Letter of retention of your South African Citizenship (if foreign citizenship was acquired as a major of age and after 6 October 1995)
- Letter of exemption (if foreign citizenship was acquired as a major of age and before 6 October 1995)
- Proof of South African citizenship e. South African naturalization certificate and South African immigration permit (if you are not a South African citizen by birth/descent).
- Signed motivation letter confirming why you wish to renounce your South African
MINOR CHILDREN (UNDER 18 YEARS)
You can renounce South African citizenship for Minor children under the age of 18 only if they are born in South Africa or their foreign birth is registered with the Department of Home Affairs and only when one of the SA parents are renouncing their SA citizenship.

- The normal processing time is 12 to 18 months.
