Consular services are of an advisory and non-financial nature and are provided free of
charge, unless otherwise specified.

A valid form of identification may be requested, depending on the service required,
Consular Services provided by the Embassy:
- Non-financial humanitarian assistance in emergencies (i.e. situations involving destitution or distress of South African nationals abroad).
- It Includes providing a support service in hostage cases as well as assistance rendered to South African nationals in cases of political turmoil or natural disasters.
- In the event of an emergency, the Embassy communicates on behalf of South African nationals abroad with the next of kin and/or friends in South Africa.
- Non-financial assistance for South African nationals who are in hospital abroad, e.g. who may need to be repatriated to South Africa for urgent medical or professional attention.
- Communication with the next of kin in the event of, e.g. reported death or life-threatening illness or injury.
- We also provide limited logistical assistance with the importation of mortal remains (including import permit applications) or burials of South African nationals abroad, however, we do not provide financial assistance for these services.
- Provide guidance to next of kin and liaison with relevant stakeholders in the search for missing persons abroad and/or determination of the whereabouts of South African nationals abroad under certain circumstances.
- Advice, guidance and support to a parent/guardian in matters of child abduction in collaboration with the Office of the Chief Family Advocate where required, in cases of abduction of South African children to foreign countries. Where there is evidence that the health and safety of the child is in jeopardy, the matter is treated as a priority, however, the Embassy is not in a position to guarantee the return of the child.
- Abduction and kidnapping cover forcible restrictions on the freedom of movement of persons for different outcomes.

AUTHENTICATION OF DOCUMENTS
- We assist with the authentication of documents such as, Powers of Attorney, Affidavits, Declarations etc.
- The South African Embassy works strictly on an appointment basis.
- Appointment should be booked for Wednesdays from 14H00 to 15h30 @ mahanyelek@dirco.gov.za
- Should your matter be urgent, and you cannot get an appointment in the time needed, you are advised to use the services of a French Notary. This can be done in terms of Rule 63 2 (e) of the Rules of the High Court of South Africa. It is essential that you first speak to your South African lawyer before using the services of a Notary Public in France.

SERVICES THAT WE DO NOT RENDER AT THE SOUTH AFRICAN EMBASSY
- We do not Institute court proceedings or obtain legal advice on behalf of South African nationals
- We do not secure a release from prison/detention of South African nationals to secure bail or an early trial.
- We do not intervene in court and legal proceedings.
- We do not render any form of legal advice.
- We do not assist with the transfer of funds.
- We do not request local authorities to give preferential treatment to South Africans.
- We do not investigate crimes or deaths.
- We do not buy a travel ticket or accompany a child that has been abducted by a parent / family member.
- We do not obtain a criminal record check on behalf of South Africans.
- We do not pay for cremations, burials or the repatriation of mortal remains to South Africa.
- We do not enforce a South African custody agreement or compel a country to decide a custody case.
- We do not pay hotel, legal, medical or any other bills.
- We do not pay travelling expenses.
- We do not undertake work done by travel agents, airlines, banks, etc.
- We do not obtain accommodation, visas-, study permits, bursaries, work permits or seek employment on behalf of South Africans
- We do not intervene in disputes between employer and employee.
- We do not store personal effects or search for lost items.
- We do not accept personal mail and parcels.
- We do not issue pensions and social security benefits.
- We do not formally assist dual nationals in the country of their second nationality
CIVIC MATTERS
CIVIC SERVICES GENERAL INFORMATION
The Embassy is open to receive South African applicants in person without an appointment Mondays to Thursdays in from 13h30 – 15h30 to complete the application. NO APPLICATIONS WILL BE DONE ONLINE, VIA EMAIL OR POST. APPLICANTS MUST PRESENT THEMSELVES AT THE EMBASSY.
APPLICATIONS MADE THROUGHT THE EMBASSY TAKE 4 TO 8 MONTHS
To avoid delays, you are advised to apply for your new passport (renew) 12 months before expiry of your current passport.
South Africans must enter and depart South Africa with their valid South African passports only. A South African citizen entering South Africa with a foreign passport will be subjected to a fine or imprisonment (in terms of South African Citizenship Act, 1995).
South Africans intending on obtaining French or any foreign citizenship are advised to apply for Retention of their South African Citizenship to avoid loss of citizenship.

Identity Documents
- First issue Identity Document application: All South African citizens are required to have an ID. Parents of minors 16 years and above are required to apply for an ID’s for their children as soon as they turn 16.
- Re-issue Identity document application:
South African ID books have no expiration date and if you wish to obtain a Smart Card ID, you are required to do it directly at Home Affairs in South Africa not the embassy. You can proceed with an ID application for the purposes of changing your surname or replacement of a lost ID or damaged ID.

Emergency Travelling Certificate (ETC)
The Embassy is open for the application of the ETC Mondays to Fridays from 09H00 – 12H00 and 13H30 – 15H30 without an appointment. The process takes 2 to 5 days.
Department of Home Affairs no longer issues Temporary Passport. Only an ETC will be issued for applicants to enter South Africa only. It cannot be issued to travel to other countries, it is a one way, no return certificate, valid only for one destination, South Africa.
Apostille Application:
The Embassy is open Mondays to Thursdays in the afternoons 13h30 – 15h30 without an appointment for submission.
The Embassy does not apostille. The documents will be sent to DIRCO for apostilling. It takes 4 months to 8 months
The applicants are to bring the original document to be apostilled and their passport copy.
Police Clearance
The Embassy can only assist with the forms to fill in black ink and take fingerprints, and for that, we are open Mondays to Thursdays without an appointment between 13h35 and 15h30. See the forms to fill.
To submit the application, the applicant must send the application themselves to SAPS. The information will be available on the forms that we will provide.
Legalisation/Authentication of documents
The signing of documents in the presence of an officer of Oath for the purposes of purchasing or selling property or assets.
It is Wednesday afternoons between 14h00 and 15h30 per appointment
The public is to send us an email to request an appointment.
Travelling with minors
Foreign children can enter and depart the country without being required to provide birth certificates, consent letters and other supporting documents relating to proof of parentage.
South African minor children are still required to provide parental consent. See the forms to fill and bring them to the embassy to be certified.
Birth Certificate Validity
Kindly note that the embassy can issue you an attestation regarding the validity of your birth certificate. You will be requested to provide us with the original birth certificate and your passport and copies of each document.

BIRTH REGISTRATION AND PASSPORT APPLICATION

Supporting documents such as birth certificates, death certificates and marriage certificates in a foreign language must be translated by a sworn translator.
The passport fee is 67 euros per application. It is advisable to pay it 3-5 days before you come to the embassy in that way, it will have already reflected in our accounts by the time you come. Kindly find attached the RIB to do the payment.
In addition to the above stated requirements
In a case where you are applying for a child under 16 years: Both parents are required to be present. The child does not have to come to the Embassy.
In a case where you are applying for a child over 16 years but below 18: Both parents and the child are required to be present.
The applications are then sent to DHA in South Africa for processing, it takes 4 -8 months, the child will be issued with a birth certificate, confirmation of South African citizenship and a passport. We will contact you once the documents are ready for collection.

PASSPORT APPLICATION GUIDE
Dear Applicant kindly read this guide carefully.
Note that we will receive you at the embassy Mondays to Thursdays in the afternoons 13h30 – 15h30 without an appointment, to collect the forms and fill them out here and complete the application.
Alternatively.
You can send a self-registered envelope to your name and address with a letter of your request, for us to send you the forms and all the requirements. This process takes a bit of time because we deal with a high volume of different requests at the same time receiving applicants in person daily at the embassy.
There will be three forms to complete with a Black pen only and without errors.
- The DHA-73 form for passport application:
- The form consists of 3 pages, sections to be completed by the applicant:
- section A to be completed by the applicant.
- Section B only the signature and the thumbprint of the applicant is required, the rest is filled by the embassy officials
- Section C (to be signed by parents of minor children)
- section D and E to be completed by the applicant
- The DHA-9 form for fingerprints (for applicants 16 years and above)
- This form is used fingerprints taking for passport renewals and ID applications.
- We will take your fingerprints at the embassy.
- BI-529 for determination of citizenship status:
- To be filled by all applicants
- In case where you are applying for minor children both South African parents are to fill a separate form for each parent and each child. Meaning that, the application of the child will be accompanied with 3 BI-529 forms.
- The form must be fully completed, leaving no blank spaces, rather writing N/A to each line and question that is not applicable to you.

Kindly note that the embassy will receive you for the application of the ETC Mondays to Fridays from 09H00 – 12H00 and 13H30 – 15H30 without an appointment. You are required to come in person, no application will be accepted online or by post.
The ETC allows you to travel only to South Africa, it is a one-way travelling document, it cannot be used to travel to other countries, it is not a temporary passport. Home Affairs no longer issues Temporary Passports.

For kids below 16 years, their fingerprints are not required to sign or take fingerprints. In addition to the stated requirements.

CONFIRMATION OF THE VALIDITY OF RSA DRIVER’S LICENCES
South African citizens wishing to confirm the validity of their driver’s licences must send their enquiries directly to Road Traffic Management Corporation (RTMC) in South Africa
- They must complete the attached “Application for Driving Licence Confirmation Form” and send it to DLconfirmations@rtmc.co.za with a copy of the Driver’s licence (back and front) and copy or RSA ID. The turnaround time its 3 to 4 weeks.
- The body of the email must reflect their names, surname and ID number.
- If they wish to send someone to collect the letter on their behalf, In the email they must indicate who will collect the confirmation letter at the RTMC offices and give the details of the person
- If they wish RTMC to post their letter to a South African address, they must provide the names of the recipient and postal address
- If they wish the letter to be sent via email, they must indicate so.
- If they wish to use courier services to collect (the applicant’s names and RSA ID number must be quoted on collection).
confirmation letters can only be collected from Monday to Thursday 08h00 to 15H00. The person collecting the confirmation letter must provide acceptable identification (valid RSA ID / Valid RSA Driving License / Valid RSA Passport) to enter the premises.
