Cape Town is officially one of the world’s best cities for culture

The votes are in – from no less than 21,000 savvy travellers – and Cape Town has cracked Time Out’s list for the World’s Best Cities for Culture. What’s even more impressive is that South Africa’s ‘Mother City’ came in third place, beating out cultural heavyweights Paris, New York and Amsterdam.

 

In what is the global travel brand’s first-ever ranking of the World’s Best Cities for Culture, Time Out surveyed urban-dwellers worldwide to take a deep dive into the cultural attractions of their chosen cities.

 

Each city was then ranked according to how well locals scored the culture scene for quality and affordability. To create and rank the final list, Time Out editors narrowed down the selection by excluding cities with lower overall scores, and only including the highest-scoring city for each country to ensure the list reflects cultural cities globally.

 

You can find the full list over here, but with the data tallied it was Mexico City that emerged as the overall winner, taking the crown as the world’s cultural capital of the moment.

 

Locals praised the variety and affordability of its cultural attractions, as well as a diversity that ranged from world-class museums – including the grand Palacio de Bellas Artes and the iconic Frida Kahlo Museum – to the iconic Día de Muertos street parade and the annual Festival del Centro.

 

Prague came in second, with the city celebrated as an outdoor museum thanks to its rich Gothic architecture. Cape Town bagged third position for the meteoric rise in its cultural offerings over the past decade. That is thanks largely to the opening of the Zeitz Museum of Contemporary Art Africa and the Norval Foundation, alongside a vibrant landscape of theatres, private galleries and artist studios. Cape Town was followed on the list by Buenos Aires at number four and Athens at number five.

 

Cape Town is the only city in sub-Saharan Africa to make the list, with Marrakech (number 13) the only other African metropolis to earn a spot.

 

‘This is the first time we’ve carried out a city survey focused on culture, with over 21,000 city-dwellers having a say on what’s great about their city’s culture scene,’ explains Grace Beard, Travel Editor at Time Out. ‘One of the most essential factors that went into this ranking is how locals scored their city’s culture scene for affordability – which is why for example London, although a hotbed for culture, isn’t on the list this time around. From Mexico City, praised by locals for the diversity, vitality and affordability of its art scene, to the largest free open-air festival in Vienna, these are cities where art and culture won’t break the bank.’

▪️ All South African citizens in Mexico and Central America are informed that voter registration in person will take place at the South African Embassy in México City on the weekend of 27 and 28 January 2024 from 8:00 am to 5:00 pm. The IEC has indicated that if South Africans want to vote, they will have to travel to the nearest Mission, even if it is in another country. The Act does not recognise the premises of an Honorary Consul as a voting station. The IEC also does not expect Missions to travel to other countries.

For individuals with limited internet access and resources, South African visa applications and information can be obtained in person at the Embassy in Mexico City on business hours (09:00 am to 4:00 pm Monday to Thursday and 09:00 to 01:00 pm).

Individuals with email access can request information regarding the visa application and requirements by writing to visa.info@embajadasudafrica.mx

Tech-savvy applicants are advised to download information from the official website for convenient accessibility and sharing.

Visa inquiries to the Consular Clerk and South African Diplomats are encouraged via telephone calls during specified hours: 1:30-3:45 pm on Monday, Tuesday, and Thursday; 9:00 am-3:45 pm on Wednesday; and 9:00 am-12:45 pm on Friday.

Visa inquiries to South African Embassy Staff not specifically handling visas are not encouraged via email, as these staff members lack the authority to provide accurate visa information. To ensure precision, it is advised to direct such queries to visa.info@embajadasudafrica.mx and the aforementioned designated visa-related channels.

The information shared by embassy staff on the Mission’s social media accounts, the Embassy Website, and Google does not encompass details about document arrivals at the embassy, visa statuses, special considerations for last-minute trip planning to South Africa, or exceptions for issuing visas to foreign nationals not permanently residing in Mexico or the Central American countries of accreditation.

    • The Consular Clerk manages the receipt of visa applications in person or via courier, possessing the authority to advise applicants on outstanding or additional documents during embassy visits or through courier services.
    • South African Diplomats oversee the approval process, periodically forwarding approved applicant names to the Department of Home Affairs through a Visa List (V-List) and authorizing visa issuance. However, they lack the authority to expedite visa processing times, except in medical emergencies or government cooperation cases.
    • Honorary Consuls in Mexico and Central American countries provide valuable assistance, offering information, screening requirements, and general guidance, though they cannot issue visas or modify processing times stipulated by the Department of Home Affairs.
    • Other staff at the South African Embassy in Mexico lack the authority to receive applications, comment on the visa processes, or modify processing times set by the Department of Home Affairs.

Types of visa

Allows individuals to visit the country for tourism, business meetings, or family visits. It is typically granted for a duration not exceeding 90 days.

Travelers seeking transit through South Africa should note that the country does not issue Transit Visas. Instead, those in transit are required to apply for a South African Visitor’s Visa.

*It’s essential to be aware that Electronic or e-visas, Express visas, and Emergency visas are not yet available for South Africa. Additionally, e-visas advertised on platforms like https://ehome.dha.gov.za/epermit are not available for passport holders and residents of Mexico and Central America.

* Caution is advised against using websites like https://evisa-
southafrica.com/ or similar platforms, as they may pose risks such as time and data loss, identity theft, for which the South African Embassy will not be held liable.

Applying for a South African Visa

Dear Applicant,

Before placing a telephone call to the embassy or sending an inquiry email, kindly ensure to review the full description of the [Requirements] and its [Checklist], along with the specified details provided in alphabetical order below. These comprehensive descriptions and resources are expected to satisfactorily address any questions related to the entirety of the details involved in the process of obtaining a South African visa.

NOTE:  Electronic visas (e-visas) for South Africa are not yet available on the Embassy website or other government platforms such as https://ehome.dha.gov.za/epermit. Exercise caution and do not submit personal or banking documents on websites like https://evisa-southafrica.com/ or other sites offering electronic visas for South Africa.

APPLY FOR THE SOUTH AFRICAN VISITOR’S VISA HERE

How the system works:

Access the System: Visit the official website of the South African Embassy in Mexico.

Select Service Type: Choose the type of service for which you need to schedule an appointment, such as submitting a visa application, making an appointment for consular services (for South African citizens only), etc.

Choose Date and Time: The system usually displays available dates and
time slots of 15 minutes each to submit in person up to 3 visa applications.

Provide Information: Complete required fields: First name, Last
Name, Email, Telephone number, etc.

Confirmation: After successful scheduling, users will receive a first
confirmation email with details of the appointment, including the date, time, and any additional instructions and a then a second confirmation email if they have selected the correct date for their appointment.

 

Visa applicants may streamline and expedite their visa application processing by sending their applications to the South African Embassy in Mexico City via DHL when time slots are not available on the Online Appointment Reservation System or when they live outside Mexico City.

When sending your application, kindly request an estimated delivery and return time from DHL or your courier service provider. Ensure to include the Airway Bill (Guia pre-pagada) and proof of payment (for non-Mexican Passport holders) along with your visa application for prompt passport and visa retrieval.

Use your DHL tracking number on their platform to effortlessly verify the delivery and collection status of your parcel. There is no need to contact the Embassy—DHL ensures a reliable and transparent process for your convenience.

Due to limited staff resources, the Embassy doesn’t actively communicate visa approval status. Contact with applicants will occur solely through phone or email if further steps or additional documents are necessary to finalize the visa application process.

The Embassy operates on a visa appointments basis for in-person visa submissions. Visa applications can only be brought to the embassy if a confirmation of appointment has been received via email. In such cases, the applicant, a family member, or a messenger will be permitted to visit the embassy to submit up to three (3) applications per booked time slot. Upon successful receipt of the application, a receipt indicating the date for visa collection will be provided, and it must be presented at the embassy for the collection of the visa.

For individuals with limited internet access and resources, South African visa applications and information can be obtained in person at the Embassy in Mexico City on business hours (09:00 am to 4:00 pm Monday to Thursday and 09:00 to 01:00 pm).

The requirements for obtaining a South African Visa in Mexico City are outlined in the “REQUIREMENTS” section for each visa type. Special requirements will only be requested in specific situations and won’t be included in the standard list for the South African visitor’s visa.

Crucial information is marked with a *, so please pay special attention to those specifications as they are intended to guide applicants and ensure a smooth visa application process.

Submit the completed checklist, along with your application and supporting documents, to ensure full compliance with visa requirements. Any updates to the list will be appended to the end of the published requirements document on the South African Embassy’s official website in Mexico.

To schedule a visa appointment, please use the booking calendar below on MONDAY, TUESDAY, and THURSDAY from 9:00 to 12:00 hrs only. The available slots are divided into 15-minute intervals, allowing a maximum of 3 visa applications for each reserved interval.

Representatives of Travel Agencies, families, and groups are encouraged to reserve 2 or more spaces as necessary.

If you encounter difficulty booking a visa appointment on Monday, Tuesday, or Thursday, you may alternatively send your documents via courier, even if you reside in Mexico City or its vicinity.

Visa applicants for the South African Visitor’s Visa (Download the Application Form DHA-84 here) are kindly instructed to submit their applications in English. To facilitate the process for Spanish-speaking applicants, a Spanish translation of the application form is available for guidance and reference. However, it is crucial to note that the original form in English remains the official and accepted version. The Spanish version is provided solely as a supplementary tool to assist applicants in understanding the content. The downloadable PDF in Spanish does not substitute or replace the original English form.
Therefore, applicants are encouraged to fill out the English version of the DHA-84 form, ensuring accurate processing while utilizing the Spanish translation as a helpful aid.

Include a detailed and confirmed travel itinerary and proof of accommodation bookings to demonstrate each applicant’s travel plans and arrangements.

The cover pages of the 3 most recent bank statements of a bank instrument (debit, credit, investments or cheques) with a monthly available balance or credit of at least 20 thousand Mexican pesos.

For spouses, add an original signed letter of responsibility with a copy of the signatory’s official identification and a copy of the cover pages of the 3 most recent bank statements of a bank instrument (debit, credit, investments or cheques) with a monthly available balance of at least 20 thousand Mexican pesos of the signatory.

For children of school age, add a letter of responsibility signed in original with a copy of the official identification of the signatory and a copy of the covers of the 3 most recent bank statements of a bank instrument (debit, credit, investments or cheques) with a monthly available balance of at least 20 thousand Mexican pesos of the signatory, plus a letter from the school, addressed to the Embassy of South Africa in Mexico, indicating the studies they are attending, a copy of the school credential and a simple copy of the birth certificate.

Important note:
For all other persons over 18 years of age who declare economic activity, including travellers invited by a host or by companies to workshops, courses, congresses, expos, etc. it is necessary to present the letter of invitation from the inviting organisation, company or institution, even if it indicates that the expenses are covered by them and also the cover pages of the 3 most recent bank statements of a bank instrument (debit, credit, investments or cheques) with a monthly available balance of at least 20 thousand Mexican pesos.

Some countries, including India, Colombia, Mexico, etc., are required to apply for visas but are exempt from visa fees. Refer to the list of countries that pay for visas, and if your country is not listed, it indicates that you do not need to pay for the visa. The list of exempt countries is subject to change.

Payment Information for Visa Fees and Money Transfers: Click on PAYMENT INFO below to review applicable fees for visas. Access the Mexican Peso account for money transfers made in Mexico and the US Dollar account for money transfers from abroad.
Please a) include your NAME as it appears in your passport in the money transfer
concept and b) Submit a copy of the transaction proof with your visa application.

If you prefer to send your visa application documents via courier to the South African Embassy in Mexico City, please use the address provided in Section E) below.
IMPORTANT: Non-South African citizens should refrain from booking appointments on Wednesdays, as the system will automatically cancel such appointments.

If there are outstanding or missing documents when applying for a visa at the South African Embassy in Mexico, the application is likely to be considered incomplete. In such cases, the embassy may take the following actions:

Failure to provide essential documentation could result in the inability to process the visa application

Notification to the Applicant:
The applicant is typically informed in person or promptly through official communication channels, such as email or telephone call about the missing or incomplete documents

Return of Documents:
In some instances, the embassy may return the incomplete application along with any submitted documents to the applicant. This allows the individual to reapply with the necessary documentation.

* It is crucial for applicants to carefully review the visa requirements and submit a
complete application to avoid delays or potential rejection.

Electronic visas (e-visas) for South Africa are not yet available on the Embassy website or other government platforms such as https://ehome.dha.gov.za/epermit. Caution against using websites like https://evisa-southafrica.com/ or other government/tourism sites offering electronic visas for South Africa.

Citizens/passport holders of Costa Rica (for up to 30 days), El Salvador, Guatemala, Honduras, Nicaragua, and Panama (for up to 90 days) must pay a non-refundable fee for a South African Visitor’s Visa.

Fees for the issuance of a visitor’s visa in terms of section 11(1) of the Immigration
Act shall be collected in respect of passport / travel document holders of the following foreign countries when travelling on an ordinary passport (visa fees are not levied for diplomatic and official/service passport holders).

South African Visitor Visas are free of charge (GRATUITAS) exclusively for Mexican citizens and Mexican passport holders when their stay does not exceed 90 days.
However, for visits exceeding 90 days or for other visa categories, such as Work, 11(6), Student, Relative’s, or Critical Skill visas, Mexican citizens must pay a fee and fulfil additional specified requirements as detailed in the description of each respective visa category.

It’s crucial to understand that visitor’s visas are designed for international travellers who temporarily visit South Africa in transit, for tourism or business purposes, with a maximum stay of 90 days. The visa signifies that your application has been reviewed and approved, granting entry for a specific purpose. Ensure the correct visa type is applied for, as entry may be refused if the stated purpose is inaccurate. Remember that a visa serves as a visitor’s permit upon entry, and its validity is calculated from the date of entry into the country. The duration of stay is outlined under the “conditions” on the visa label. Visitors are limited to the activity or reason for which the visa was issued.

A visa interview is not obligatory unless specifically requested by the consuls for clarification. As a result, applicants are not obliged to visit the South African mission in Mexico City in person; instead, they can dispatch their documents via DHL or a courier service. However, it is crucial to schedule an appointment for the in-person submission of visa applications at the Embassy, as submissions are accepted by appointment only.

Applicants are permitted to utilize courier services for both the delivery and return of their applications to and from the Embassy. It is the responsibility of the applicants to arrange and cover the costs of courier services. Work Visas are exclusively granted to individuals transferred by their companies to live in South Africa. For all other applicants visiting for business or work-related purposes, it is mandatory to apply for a Visitor’s Visa, NOT a Work Visa. South Africa is a Yellow-Fever free country.
